It's not well explained, but it also prevents an artist from creating a bunch of accounts and voting for their own design multiple times, although I can't imagine why one would want to do so. Anyway, I think you'll find the community very welcoming of newcomers with great designs, but they are sticklers for the rules (as is woot). Read the rules and keep submitting. Your design is great!

Cute. Great take on the cow jumping over the moon. Any time a design makes me smile I have to vote for it.
