If designer names have something to do with the vote numbers, hiding usernames will do little to solve it unless you also ban all the entrants from advertising their work in their signatures. It might get fairly obvious when one person is going around the forums asking for votes.
I don't think the usernames have much to do with it. There are, of course, a few people out there who WON'T vote for a shirt if it's by a particular designer, and here are probably some out there who vote for a designer regardless of quality, but most people will come to this page, vote for some cool stuff and then leave. Most people wouldn't even know that there's all this drama and controversy going on in the comments. =P
