it's a thing they do. the shirt only sells out on the first day when they cost $10. after that you can buy it for $15 until it gets reckoned. the designer gets a certain amount of money for the initial printing and then a percentage of the money generated after that first day. really though, i think the day after printings started when less shirts were being printed initially and it was difficult for family and friends of the designer to snag a shirt because they would sell out so quickly. (one of the first shirts i got sold out in 8 minutes).

The stats on the main page say that 2500 shirts were sold so that is a sell-out. And as far as why they sell out, it could be that they want to keep the market available for the next few weeks at a slightly higher price instead of selling them all on day 1, or they have limitations as to how many shirts they can print in a day...or a combination of both?
