Here's a generic tutorial on how to make halftones in Photoshop.

Convert your design to greyscale, halftone it, then take it back into RGB mode. Isolate the "colour" part of the design - you can use Select > Select Color Range (I'm typing this from memory so the actual menu text might be a bit different) and then just delete or copy+paste the selected part onto a new layer. Set the background to whatever colour you need and modify the colour of the halftone part with layer effects - double click the layer and use colour overlay.

Let me know if you need more help.

I can believe it. This one, like so many ramyb designs, has generic, shiny mass appeal.

It's not the only design that skyrocketed anyway. "Don't Stop to Smell the Roses" was submitted later but shot up much faster. "Pottery Training" also made a late run into the fog.
