It's referencing Blues Clues (kids show in Nickeloden) if I am reading into it correctly...

The host often has shirts like this and Blue is a big (blue) dog.

Never seen it, but I think that's the way it goes (sorry, Rather, I didn't quite get it)

@HalfWheat: On the show, "Steve" (the guy in green) would find different items to solve little mysteries. On each of the clues, there would be a blue pawprint from Blue (the dog).

it would seem kind of awkward walking around with this shirt on since it was rumored the guy who played Steve died from a cocaine addiction years ago. Again, tasteless rumors, but still, tiny bit awkward.

Ok, Blue's Clues is the show it's referencing. In the show, Steve (dead guy) would try to figure out what Blue wanted to do. But Blue was a dog, so she couldn't talk. Instead she would leave her paw print on things to leave "clues" for Steve so he could figure out what she wanted to do. Steve would then figure it out, and kids would try to figure it out with him. Therefore, it helped kids build problem solving. So the cops are bagging the clue, which is probably indicating that Blue murdered Steve.

Steve would write the clues in his notebook and then figure it out. Those pieces of paper on the ground are from his notebook, and if you'll notice, things such as a bottle of poison are the clues. Therefore, Blue wanted to murder Steve.
