Don't you move the decimal point 2 places to the right to change it to a percent? 1479*.4% = 6. But yeah, should probably be .5% with rounding.

You also need to work with decimals and percentages correctly. This is incorrect as well. Based on sig. figs., she can truncate too and choose not to round up, so 0.4% is acceptable as well.
