That would be true if both were to be frozen. I think as long as some part of the Angel is being observed, that Angel is frozen due to the observing of the, in this case, other Angel (thus, observed Angel is frozen, while observing Angel is fine).
That was more complicated than it should have been. But, it is Doctor Who, so it's all okay.

I have no logical reason why this shirt isn't higher up relative to its current position, aside from some hesitancy in a "Satanic" symbol on their shirt.

My two complaints would be these:
1. Not sure I like the speech bubble thing (as it seems awfully small / the font, I guess?).
2.The handle end of the scythe looks, for lack of better words, off? I looks particular thick at the base, then thins out, then thickens again at the top, albeit not to the same degree as at the base.
