Pretty sure. Though the only thing that might raise an eyebrow is the 16bit koopa on the mario bricks. He is easily enough removed or changed if it causes a concern.

I'm guessing the "shades of grey" are created with halftones on the darker colored shirt. Putting lighter screened halftones of white on a darker background would make it look like there are 30+ colors. I think it's expertly executed halftoning.
