People see a phone booth shaped box called a police box and assume that it has a phone in it for calling police.
Police boxes were not for use by citizens in calling police. They were for use by police in detaining citizens. They were basically temporary holding cells around the city that people could be locked in while law enforcement dealt with whatever else they had to deal with before hauling the criminals off to jail.
That's why it has a lock and key.

Still, though. There's a big difference between a police box and a phone booth. Even though they had phones for contacting police, they were also used by police as temporary detainment cells. Abuses of them as this are what led to them being discontinued.
