This will be rejected for the same reason that the hoodie *should* be, it is outside of any given 16"x20" square, wrapped around the collar, etc. (ok, this one isn't PG-13 too, but whatever)

Personally, I think this shirt is more amusing and original, so I'm sorry to say that.

Anyway, I definitely didn't recognize this until I read the comments for it.
