Oh, you're right, it sort of looks like he's giving you the "you're number one" sign. The intent there was for it to look like he's doing the "my team's number one" sign to show his confidence in his attempt to go over the falls in a barrel.
I think in order to look like the bird was really being flipped, the thumb would have to be on the other side.
Yes, it's totally the "we're number one" sign. Definitely no bird flipping here.
