Well, when I first read your description, I thought you were speaking of black guys (or "brothers," in my linguistic world). The picture, to me, also seems to depict a guy with darker skin. Likewise, your suggestion that their land is a Caribbean island (which are traditionally populated by people with darker skin) adds to this impression. So, as a potentially racist shirt, I can see the rejection.
However, after reading this definition at Urban Dictionary
I see that on the west coast (I'm in the midwest) this describes a specific kind of white guy (probably what I might refer to as "white trash").
So, while that may be what you're going for (which is still offensive, although likely less so to many people), I think many of us in the rest of the country would not interpret "bro" in the way you intend.
