Looks like a guide. In Photoshop (and I think Illustrator as well) you can set up guides to help align design elements and such. They shouldn't appear in the image file though. Perhaps the artist took a screenshot and saved it separately or something. Strange.

Actually, yea. I did screen short. Looking back on it... I don't know why I did. *giggles*.
