How in the hell can you be off topic in a made up band t-shirt derby? Can't help you with the no shirt comp though.

It's off topic if it doesn't evoke the feel of a band shirt. Subjective, but I agree that, had I simply seen this design on the street, I wouldn't think that it was a band shirt.

If it was on a shirt cop then it would be very much on topic.

The name sounds like so many bands that roll into venues that my band plays at.

The name is fine, but so is pretty much any string of random English words. It's just that the design itself doesn't say "hey, this is a band - not just random text". I quite like this band name, actually.
