I love this! The color adds to the feeling of coldness that the person seems to be feeling. Nice job.

Your technique is nice. to make the desing flow better on the shirt, I'd suggest some more curve and flow to the lines for hair. Have the whole thing flow out from the head, then down and back toward the (shirt) left. Fluidity. The straight lines are what's holding this back. Even 'straight' hair flows.

Someone earlier didn't like the hair, but I'm going to disagree and say that the hair looks like it was intentionally stylized that way. It's a neat effect. It gets "wispy," though. Adding some lines near the edges to suggest the form of the hair would help, rather than just using lines for individual hairs.

I think the colors were well chosen and give it a good mood.

Some of the highlights on his face could be more subtle. His nose and cheeks all have about the same amount of black in them. That flattens the face slightly.

Overall, I love your expressive, sketchy use of lines
