I wish I had more of an explanation. "can't print" is a bit open ended. Is the design too complex or is it due to some other issue? I would resubmit if I knew what to fix.

Can't print generally means due to copyright restrictions. Regardless of how they feel about the design, the characters are copyrighted.

Good question. I have no idea how they judge their copyrights because its incredibly hypocritical. Somehow this shirt is copyright but these aren't:

there's not enough parody in this shirt for woot to be able to run it. it features silhouettes of the fraggles dancing around, which is what they would do any other day on the show.
the binge does not specifically depict sesame street's cookie monster (even though we all know that's who the design is based on) because the face is not shown. the original binge shirt, if you go back to that derby, was rejected because it featured cookie monster as a whole character.

I think the Fraggles and Muppets are owned by Disney, but Sesame Street is not. From what I've seen Disney stuff gets rejected for copyright issues.
I love Fraggle Rock! Keep it in mind for another derby and staying outside of copyright issues.

Actually Disney bought The Muppets in 2004, BUT did not get licensing rights to any Muppets who had appeared on Sesame Street as they were already owned by the Sesame Street Workshop. Jim Henson company still maintains the rights to Fraggles, so they are not Disney either.
