I'm going to try to stick to a critique of the design itself. One battle at a time fellas:
I feel like the shadows are off in some way. It makes the cat's arm's look odd and very two dimensional.
Speaking of two dimensional, the hat on the middle cat is lacking something that would make it feel like it is sitting more on the cat's head. Right now, the top hat looks like one of those old felt board cut outs or almost paper-doll like. It's too distracting to me. It's kind of an amusing idea actually, just the execution is lacking.

The problem is you can see the cat's ears behind and above the brim. Unless it's a baseball style hat, the brim should be covering the ears.

Unless there are holes in the brim for the ears. You see that a lot when someone tries to be cute and put a hat on a horse or dog. But I agree, it makes it look "off"

It's actually a fair representation of the contrast effect from that type of intense one direction lighting. Look at photos and movies (pretty much any old school cop/spy interrogation scene) that have the same kind of lighting in them and you will see the same kind of effect. I'll agree with you on the hat, though I'm not sure they could have made it more 3 dimensional, and stayed with the overall art style.

I can buy that but I think what's throwing it off is the curved light rim over head and then no curved brim on the hat.

Why are the cats not fat? That would at least make sense instead of being random animals with random human attributes. Maybe I'm missing something, but I don't see how this design has any significance otherwise.

The thing to "get" with this design is that cats (cat macros, Cats vs Dogs, cats on the internet) are taking over the world. As most nefarious villains who attempt world domination have curly mustaches, so do these cats.

(Wanted to add a bit to this but I waited too long to edit.) You could probably make the argument that the table would hide their lower bodies. I guess it depends on whether you picture them with bodies like real cats or more human-like. I think it might look better with just a little bit of leg showing.
Edit: Okay, now I realize that you can edit from the main thread, just not from the individual entry threads. Just in case someone wanted to inform me of that fact
I can't believe none of your critiques mentioned that the board is upside down. I mean come on. You should clearly strive for realism when drawing cats playing risk.
