Because it looks like it's under the shirt. They pulled that off really well, it actually looks like it's coming from under the shirt.

The design is meant to look like lights emitted from a non-existent source under the shirt. I also tried to create a slight outline with the lights to give a further impression that the reactor exists on the wearer's chest.
