It looks like a two-phase transformer, maybe 12 or60KV to 4KV.
Then someone added some cute gauges, presumably after draining the oil out of the transformer. I worked in old electric substations and saw some real antiques still doing their jobs.

Thanks! I think Doc Frankie pulled the internals out of it to create the Frankimator.
