You can refer to pop culture if the derby rules allow it, but you can't literally copy a copyrighted work.
For example, Ramy does ninja turtles here alot. He doesn't copy TMNT from the comics, he does those chibi flubber looking turtles and puts them in colored masks and situations familiar to TMNT fans. ex. eating pizza or swimming in green goo. It's not very original, but it's parody at least.
In this one he literally just copied Dark Phoenix (a popular comic book character) down to the symbol on her chest. Not only that but this pose and fiery bird and all that are highly derivative of all the other art out there depicting the character. Google Dark Phoenix to see a thousand examples of this.
If this isn't rejected Woot must think it's different enough from the original character to get by. I don't see it that way though! Woot is super picky about symbols even close to resembling Batman, Superman, Star Trek, ect.. I think the same should apply here.
Fan art is one thing, selling that for profit is theft.
