It dates back to the days of mechanical alarm clocks. When the snooze feature was first introduced, it was mechanically regulated, and the cam or dial that regulated the snooze interval was not terribly precise in its manufacture.
Thus, while the designers were aiming for a ten-minute snooze interval, they often missed the mark in the manufacturing of the snooze intervalometer.
Now fast forward to the transition to digital alarm clock manufacture: at that point, people were used to a 9-ish minute snooze interval and, using the older mechanical models as a guide, the 9 minute snooze was established as the standard.
Adding another "Me too.." to the collective internet consciousness.

Regarding the Android app: does it have different difficulty settings for the equations? I'm an arts and humanities nerd, so my trig and calc are a little rusty.

I have that, and my review would be mixed. The sound it makes is really weird (more of a concern if you have roommates), it doesn't travel well on heavy carpet, and trying to dig it out from under your bed is REALLY frustrating when it won't stop moving around. I don't use it much anymore because waking up in the morning tends to be frustrating enough for me already.
