There's always the option of buying it as a shirt and getting it framed or following one of the tutorials online for framing a shirt.

Lately I am bothered by the quality of the screen printing. Several shirts I have gotten have a very pixilated design. This is an example of that. Why is wood runing great artwork with poor reproduction quality?

One of us doesn't understand something here.

Since this is today's shirt, I'm assuming you don't already have it in your hands. What do you know about its screenprinting issues, then?

The "pixelated" quality you're referring to (though I'm not sure if that's really the word you're looking for) is an artistic decision from the artist. It serves the dual purpose of allowing more apparent color variation with a limited number of inks (much like MS Paint ala Windows 3.1, or any color printer for that matter), as well as creating an artistic efect that many people find desirable.
