I can see why you submitted this late in the derby - this is gorgeous!
The colors work really well on the shirt, and the design has great art noveau elements, it's crisp and appealing

No. Glow in the dark ink is generally not permitted in derbies unless specified in the rules. None of the art style derbies used GITD.
