Without any text, this would be one of the most awesome designs since about 3,4 months.

Love the composition. Sadly the text makes it like "Get it? Yes? Get it? You know, the 90's like... you know... it's a reference... get it?"

Yes, but it also means that the artist directly copied another artist's work (the Red dino logo from Jurassic Park), which is exactly the same thing as using clip art or a photo, per all derby rules.

It's not like he drew a black dinosaur skeleton on red (to invoke the comparison) - he used the exact dino logo and just copied it.
