The rule is also called the Stop Sign Rule. Words on a sign, numbers on a clock. But this is more like a slogan shirt, which is exactly what woot is trying to avoid. The reason they added the Stop Sign Rule is because it's hard to do a completely text-free design and this lets us put those non-focal letters and numbers in there. Shouldn't be the main part of the design.
