Actually it's very fair since Derby winners are chosen solely on votes. It discourages people (and bots) from creating multiple accounts to sway the voting results. Even 20 extra votes can make a big difference. Stick around until you find a shirt you like enough to buy and you can vote all you want.

Unfortunately, this design will be rejected because it's not on a shirt template.

I appreciate that you like my design. This is my first time putting my work in something like this. So i'm still figuring out how to do everything.
