To me it says that the man inside the machine is patrolling and would love to get out and be closer to nature, but has a duty to complete first. I love how the machine is similar in colors but stands out so brazenly. There is no harmony between machine and nature - only the man's desire to leave one for the other.

But the poem specifically mentions at least a horse...
