Not only that but I'm pretty sure I've seen this design somewhere....not sure if another derby or another t-shirt site

Yes - it's here. It was subbed in the England derby. The only difference is that the shirt color and title color are flipped. In the past Woot has only allowed resubmissions from previous derbies with significant changes to them.

I think designs that scored as high as this one did in the England Derby should be allowed to be resubed

It became popular justice and rejected the design, I wonder if all the designs (and designers) will be judged in the same way?
Thanks for the comments though most were not very positive because it means that at least the design has attracted attention.
