Yes, but it also means that the artist directly copied another artist's work (the Red dino logo from Jurassic Park), which is exactly the same thing as using clip art or a photo, per all derby rules.
It's not like he drew a black dinosaur skeleton on red (to invoke the comparison) - he used the exact dino logo and just copied it.

I called someone out on taking an existing work and making only slight modifications to it in the last derby, but I don't see it here. The teeth are different, there's a bit of a smile line at the back of the mouth, the holes in the skull are different.
