Don't understanding how strapping surf boards on and going to the beach (even if its base in the future) does not match the summertime theme, and all inks are red(which gives it a sunset feel).

The rule states that the actual *shirt* must be red.

If you're on a non-red shirt, you can use multiple shades of red, but only red. If you decide to push it too far into ranges of orange or purple you may run afoul of the rejectionator. As always how much is too much orange or purple is subjective so if you want to avoid headaches just stick with reds that are obviously red. Pink is an acceptable shade of red

This shirt has a good concept and the designer played by the rules. This should not have been rejected. Very arbitrary decision. Bad form, woot.

And yes, if you have a red or cranberry shirt you can use any colors you want, but there should be some kind of connection to "red" beyond just the shirt color. See previous color derbies for some idea about how this works.

I see a handfull of other black shirts, why have they not been rejected yet. I like this design a lot FYI.

The shirt does not match the rules of the derby. It is explicitly stated that just using the color red alone is not enough, the design must also be related to red in some way beyond color. For example the "red shirt" concept currently in the fog is OK but just taking something from star wars and making it red is not OK. This is nothing against the quality of the design, only against the theme of the design.
Hmm...I would think that all you'd need is a change in the tittle to suggest that the sun is going down - hence the red colors - and you might have enough to resubmit this one. For example, if you titled your design "Calling It a Day" I think that would suggest a setting sun and also suggest what your AT-AT drivers have been up to all day.
Just a thought...
